NotesOn June 10, 1938, the U.S. Army Corps of Engineers’ District Engineer for the Portland, Oregon area held a hearing in Roseburg to consider desired improvements for the Umpqua River. This document gives the statement of the Chairman of the Oregon State Planning Board at that hearing. “The Umpqua Basin contains vast stands of mature merchantable timber, the logging and marketing of which are largely dependent upon navigation improvements on the Umpqua River.” (p.1)
