NotesBefore the enactment of the Marine Mammal Protection Act in 1972, marine mammal populations were regulated by the states. This 1970 document gives a brief history of Oregon's management of sea lions, explores issues around the shooting of sea lions, and recommends that this practice be banned. Umpqua Bay and River were among the places where shooting sea lions was legal.
