NotesHouse Miscellaneous Document 41st Congress, 3rd session, no.21. . In this memorial, the Oregon Legislature urged the U.S. House and Senate to clear the Umpqua River from Scottsburg to Roseburg of hazards to navigation "in order that it be made navigable for steamboats." They point out "that in the month of March, A.D. 1870, the steamboat Swan, though inferior to the requirements of the trade, made a successful trip from Gardner City to Roseburg" and "that a company of citizens of Douglas County have since built and equipped a light-draught steamboat, 114 horse-power, for the navigation of said river..."
