Notes"Overall angler access in the Umpqua River Basin is in need of up-dating and improvement to assure future access where it is now subject to closure on private land and to open up long stretches of the river where no access is available. Most angler pressure in this system is confined to popular holes which are sometimes several miles apart. These holes are often overcrowded with anglers while the river between is untouched." (p.4) The plan is intended to improve this access problem.
