NotesWar had a way of changing Federal perspectives on harbor development. In the case of the Umpqua harbor, it helped that the local population had raised money to start the north jetty. Gives history of previous development and surveys. Recommends building north jetty and seeing if a south jetty is really necessary. "There is nearly 60,000,000,000 feet of standing merchantable timber in Douglas County, this being one of the heaviest timbered counties in the United States, and in Oregon second only to Lane County, to the north."
